The first external evaluation of the Platform was conducted in January – April 2019. The evaluation examined the Platform’s relevance, effectiveness, efficiency, and contribution towards impact when implementing the first and the second Action Plans to date. It is a qualitative study based on individual interviews, a survey and a desk review. The findings from the evaluation of the Platform on Animal Welfare for Europe conducted in 2019 are presented in the evaluation report.

The findings of this evaluation were essential for developing the third Action Plan of the Platform for 2021-2023.
The second external evaluation was conducted by an external expert between June and September 2023 and examined the Platform’s relevance, cohesiveness, effectiveness, efficiency, and contribution towards impact with activities of the 2nd and 3rd Action Plan.
The evaluation concluded that the Platform is highly relevant to Members and stakeholders. Overall, the governance of the Platform has functioned efficiently, with effective coordination of stakeholders and activities. A key strength of the Platform has been its long-term strategy of building on the foundations, achievements and lessons of successive Action Plans.
