The fourth Action Plan of the Platform on Animal Welfare for Europe for 2024-2026
The Regional Commission for Europe adopted 4th Action Plan of the Platform on Animal Welfare for Europe for 2024-2026 at its meeting on 27 May 2024 during the 91st General Session.
The 4th Action Plan has been developed to address the needs expressed by WOHA Members in Europe. It takes into account the outcomes and lessons learned from the implementation of the two previous Action Plans and the results of the external evaluation of the Platform activities.
The primary goal of the 4th Action Plan is to contribute to improving animal welfare in Europe, focusing on priority topics such as slaughter, transport, stray dog population control, the welfare of animals in disasters, and working equids. This Action Plan builds upon the achievements of the previous plans and aims to strengthen the involvement of WOAH Members in the development of standards and regional collaboration for standards implementation.
The Platform continues collaborating with member countries and European animal welfare stakeholders who share a common vision and agree on implementing activities under the Action Plan.

The third Action Plan of the Platform on Animal Welfare for Europe for 2021-2023
The Regional Commission for Europe unanimously adopted the third Action Plan of the Platform on Animal Welfare for Europe for 2021-2023 at its meeting on 24 May 2021 during the 88th General Session.
The third Action Plan has been developed to address the needs identified by the Members Countries of the Regional Commission for Europe, considering the outcomes and lessons learnt from the implementation of two previous Action Plans and the results of the external evaluation of the Platform activities.
The desired impact of the third Action Plan is to improve animal welfare in Europe through the identified priority topics: slaughter, transport, stray dog population control, the welfare of animals in disasters and working equids. The outcome objective is to progressively improve the compliance of Member Countries from the region of Europe with WOAH Animal Welfare standards and WOAH guidance on emergency preparedness.
The third Action Plan ensures the continuity with the two previous Action Plans by building upon their achievements and focuses on strengthening the Member Countries’ involvement in the development of standards and the regional collaboration towards its implementation.

The second 3-year Action Plan of the OIE Platform on animal welfare for Europe covering 2017-2019 was presented, discussed and unanimously adopted during the Meeting of the OIE Regional Commission for Europe during the 85th OIE General Session (Paris, France; May 2017).
As the continuation of the First Action Plan, successfully and completely implemented over 2014-2016, the Second Action Plan retains the strategic objective to empowering Veterinary Services to take action in animal welfare, with a view to improving animal welfare all across Europe, consistently with the objectives of the 6th OIE Strategic Plan.
